In 1982 Mr. Kakayev graduated from the Turkmen Polytechnic Institute with a degree in technology and complex mechanization of the development of oil and gas fields. He began his career in 1983 as an engineer in the Oil and Gas Field Development Department at the Turkmen branch of the All-Union Research Institute of Natural Gas (now the Scientific Research Institute of Natural Gas under the State Concern “Turkmengas”), where he held various positions until 1996.  1984-1985 he studied at the specialized department of the Moscow Institute of Oil and Gas named after Gubkin. He is the author of around 80 scientific and technical works and technological reports and holds 7 patents for scientific invention. Mr. Kakayev is the Candidate of Technical Sciences. Between 1996 and 2007, he worked as the head of department at the Ministry of Oil and Gas Industry and Mineral Resources of Turkmenistan. On February 22, 2007 was appointed as the Chairman of the State Concern “Turkmengas”. From 2008 to 2016 he worked as the Director of the State Agency for Management and Use of Hydrocarbon Resources under the President of Turkmenistan. He was appointed as the Deputy Chairman of the Cabinet of Ministers of Turkmenistan in accordance with the decree of the President of Turkmenistan and worked in this capacity from November 2015 to April 2017. He was appointed as the Advisor to the President of Turkmenistan on oil and gas issues in December 2017 by the decree of the President of Turkmenistan.
